International Ozone Layer Protection Day is observed on 16 September each year to mark the signing of the Montreal Protocol in 1987. This protocol is a landmark international agreement aimed at phasing out substances that damage the ozone layer.

The ozone layer, located primarily in the stratosphere between 10 and 40 kilometres above the Earth’s surface, plays a crucial role in shielding the planet from harmful ultraviolet radiation. Its depletion poses significant risks to human health and the environment.

Established by the United Nations General Assembly in 1994, this day encourages governments, scientists, and the public to engage in activities that support the protection and restoration of the ozone layer, reflecting ongoing global cooperation.

Date and Establishment of the Commemorative Day

The International Day for the Preservation of the Ozone Layer was officially established by the United Nations General Assembly in 1994 through resolution A/RES/49/114. This day is observed annually on 16 September, a date chosen to commemorate the signing of the Montreal Protocol in 1987, which addressed substances that deplete the ozone layer. The observance of this day began in 1995, marking a global recognition of the importance of protecting the ozone layer. The designation of 16 September serves as a reminder of the international commitment made to safeguard this vital component of the Earth’s atmosphere.

The Role and Significance of the Ozone Layer

Although ozone constitutes only a small fraction of the Earth’s atmosphere, its presence is critically important for human well-being. The majority of atmospheric ozone—approximately 90%—is concentrated in the stratosphere, at altitudes ranging from 10 to 40 kilometres above the Earth’s surface. This region, known as the ozone layer, plays a vital role in protecting the planet by absorbing a significant portion of the Sun’s ultraviolet (UV) radiation. Without this natural shield, harmful UV rays would reach the Earth’s surface in much greater intensity, posing serious risks to all forms of life. Exposure to ultraviolet radiation can lead to severe health issues in humans, including skin cancer, cataracts, and other diseases. Moreover, depletion of the ozone layer threatens the entire biosphere, endangering ecosystems and living organisms worldwide. Thus, the ozone layer is indispensable for maintaining life on Earth and ensuring the continued health and safety of its inhabitants.

History and Causes of Ozone Layer Depletion

In the 1980s, scientists discovered a significant reduction in the total ozone content over the Antarctic region, with levels decreasing by half. This alarming phenomenon led to the coining of the term “ozone hole” to describe the marked depletion of ozone in that area. Research identified chlorine monoxide as a key factor contributing to this depletion; this compound is produced by industrial plants and factories. Furthermore, a number of widely used chemical substances have been recognised as extremely hazardous to the ozone layer, exacerbating its deterioration. These findings have been crucial in understanding the historical context and underlying causes of ozone layer depletion.

International Agreements and Protective Measures

Scientific confirmation of ozone layer depletion prompted the international community to establish a cooperative framework for its protection. This led to the adoption of the Vienna Convention for the Protection of the Ozone Layer, signed by 28 countries on 22 March 1985. The Vienna Convention laid the groundwork for the development and signing of the Montreal Protocol. On 16 September 1987, 36 countries signed the Montreal Protocol, committing to limit and ultimately cease the production of ozone-depleting substances.

The implementation of the Montreal Protocol has resulted in the phased elimination of 99% of ozone-depleting chemicals used in refrigerators, air conditioners, and other consumer products. This gradual phase-out not only contributes to the preservation of the ozone layer but also plays a significant role in addressing climate change. Experts estimate that between 1990 and 2010, these measures prevented emissions equivalent to 135 billion tonnes of carbon dioxide.

The Montreal Protocol also safeguards human health and ecosystems by reducing exposure to harmful ultraviolet radiation. However, ongoing efforts are necessary to eliminate illegal sources of ozone-depleting substances as they arise. Further strengthening these international efforts, the Kigali Amendment to the Montreal Protocol came into force on 1 January 2019. This amendment targets the phasedown of hydrofluorocarbons, which is expected to reduce global temperature rise by 0.4 °C by the end of the century.

International and National Events in Honour of the Day

Each year, the International Ozone Layer Protection Day is dedicated to a specific theme related to the protection of the ozone layer. The day is marked by the slogan: “Save the Sky: Protect Yourself — Protect the Ozone Layer.” Across various countries, thematic speeches are delivered by government officials and scientists to highlight the importance of ozone layer conservation. Media outlets contribute by broadcasting programmes and publishing articles focused on the challenges and efforts involved in preserving the ozone layer. Educational institutions also play a significant role by organising lectures and seminars aimed at schoolchildren and university students. Furthermore, states are encouraged to use this day to promote activities aligned with the objectives and goals of the Montreal Protocol and its amendments, reinforcing global commitment to ozone layer protection.

Australia’s Participation in Ozone Layer Protection

Australia has played a proactive role in the global effort to protect the ozone layer, beginning with its accession to the Vienna Convention for the Protection of the Ozone Layer on 16 September 1987. The country formally deposited its instrument of accession with the United Nations, signalling its commitment to international cooperation on this critical environmental issue. Following this, Australia ratified the Montreal Protocol on Substances that Deplete the Ozone Layer in 1989 and has since ratified all six amendments agreed upon between 1990 and 2016, demonstrating a sustained dedication to the phased reduction of ozone-depleting substances.

The implementation of Australia’s obligations under both the Vienna Convention and the Montreal Protocol is governed by the federal Ozone Protection and Synthetic Greenhouse Gas Management Act 1989. This legislation regulates the production, import, export, use, and disposal of ozone-depleting substances (ODS) and synthetic greenhouse gases. Under this Act, the import, export, and manufacture of ODS are prohibited without the appropriate licence or exemption, ensuring strict control over these harmful substances.

Australia has imposed a ban on the bulk import of most ozone-depleting substances, including chlorofluorocarbons (CFCs), halons, carbon tetrachloride, methyl chloroform, hydrobromofluorocarbons (HBFCs), bromochloromethane, and methyl bromide for non-quarantine uses. The country employs a licensing and quota system for the import and use of hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs), as well as licensing for methyl bromide imports. This regulatory framework has enabled Australia to phase out the production and consumption of key ODS in compliance with its Montreal Protocol commitments, achieving full compliance with the scheduled phase-out.

The primary ODS controlled under the Montreal Protocol in Australia include CFCs, halons, carbon tetrachloride, methyl chloroform, HBFCs, HCFCs, methyl bromide, and bromochloromethane. The Australian federal government has also prohibited the intentional release of ODS into the atmosphere from major applications such as air conditioning systems, refrigeration equipment, and fire suppression installations.

Since the 1990s, Australia has significantly reduced its import of HCFCs, decreasing from hundreds of tonnes of ozone-depleting potential to just a few tonnes by the mid-2010s. The country plans to completely cease the bulk import of the refrigerant R22 (an HCFC) after 1 January 2030, following a phased reduction schedule. Notably, Australia achieved an early phase-out of HCFC consumption around 2016, ahead of the Montreal Protocol’s timeline.

Australia has met and exceeded all its phase-out obligations for ODS and has commenced the phased reduction of HFC consumption. Under the Kigali Amendment to the Montreal Protocol, Australia is implementing a gradual reduction in HFC imports starting from 1 January 2018, aiming for an 85% reduction by 2036 relative to a baseline consumption level of 10.7 megatonnes CO2 equivalent.

To support these efforts, Australia has established fixed licensing and quarterly fees for the import and export of ODS and synthetic greenhouse gases, incentivising reductions in their use. The government regularly publishes national reports detailing progress in meeting Montreal Protocol commitments, confirming adherence to phase-out schedules and HFC reduction targets. Additionally, Australian informational materials and government brochures are specifically designed to educate the public and businesses about the requirements of the Montreal Protocol and national legislation governing the handling of ozone-depleting substances.
